Is there a facility to send a message to all registered members on any one
GroupServer site irrespective of which group(s) on that site they belong to?

Yes, we use this for announcements on the eCampus that we run.
Effectively, people join this when they register (or are registered) on
the site. They can get a notification message to confirm this.
