Can a Group be set up so all messages have to be approved by a moderator before
they are either posted on line or distributed by email?

Yes they can.
Moderation can be enabled for selected group members or for the whole group.
The moderated person making a post receives a notification that their
post is being moderated.
The Group Administrators do the moderation. They receive an email
notification when there is a post to moderate. They approve or reject
the post via a url.
